In my world, the AI programs are significantly intelligent. Sometimes the program that does something illegal is doing it of their own accord. However, they can be reasoned with or overpowered in order to stop their actions.

That's... way past what's possible where I'm from. But I think I get it.

If you make something smart enough, it can start making its own decisions that you're not responsible for. Kind of like raising kids, I guess?

Yes, that's a way to put it. Sometimes programs decide to do their own thing, and you need to confront them to get them to stop.

Aren't there like... rules... of robotics... or something? [ shouldn't a society where this is possible be more prepared for it? as if that's ever how anything works. ]

People can already hurt each other, even without any technological assistance.
